When we received formal approval to become the body that would produce our Neighbourhood Plan, we had a Membership of over 200 from all parts of our area. \u00a0Membership has doubled again since then (see below).<\/p>\n

How have we produced our Plan ?<\/strong><\/p>\n
As shown in our Outline Project Plan<\/strong>, we put the Neighbourhood Plan<\/strong> together in three stages to ensure that it truely reflected the views of our community as intended by the Localism Act of 2011:<\/p>\n

- Stage 1<\/strong> – Involved collecting the views of our community about our area before<\/strong> any proposals were drafted;<\/li>\n
- Stage 2<\/strong> – Took the results of Stage 1 and converted these into proposals for the key areas where our community wish to see change take place;<\/li>\n
- Stage 3<\/strong> – Involved bringing proposals together for the whole area for community support before the Plan is formally assessed and put to a vote in a Referendum of registered electors in Paignton.<\/li>\n<\/ul>\n
\u00a0Our Stage 1 SWOT Results<\/strong><\/p>\n
A\u00a0very big thank you was given to everyone who took part in the\u00a0meetings\u00a0across the plan area to identify Paignton’s “S<\/strong>trengths –\u00a0W<\/strong>eaknesses – O<\/strong>pportunities –\u00a0and T<\/strong>hreats”.\u00a0 These “SWOT” results are very important for two main reasons.\u00a0 First, they helped identify views about our area\u00a0before any proposals are made.\u00a0\u00a0\u00a0\u00a0 Second, they helped show where there is a shared\u00a0view\u00a0in different\u00a0parts of our community.\u00a0 The diagram below<\/strong> shows where the SWOT’s were produced. \u00a0 The response was much greater than anticipated. \u00a0Instead of one SWOT from each of the 5 community partnership areas, a total of 13 were received. \u00a0The results <\/strong>of all\u00a013 neighbourhood SWOT’s are available to view\u00a0by clicking on the relevant date below or by going to the Calendar date.\u00a0 To ensure the quality of information collected, no results were published until after Stage 1 was closed by the Forum on 1st August 2012.<\/p>\n

- Paignton Town Community Partnership<\/strong>\u00a0area completed the pilot SWOT very successfully for the town centre area on\u00a02nd November 2011<\/a><\/li>\n
- Collaton St. Mary Residents Association<\/strong> completed a SWOT for the village area on 16th February 2012<\/a><\/li>\n
- Preston Community Partnership<\/strong> area completed a SWOT on 29th March 2012<\/a><\/li>\n
- Hoteliers in Paignton<\/strong>\u00a0completed 2 SWOTS. \u00a0One related to Paignton overall, and the other on tourism aspects. \u00a0Both were completed on 11th April 2012<\/a><\/li>\n
- Blatchcombe Community Partnership<\/strong> area completed a SWOT for their area on 17th April 2012<\/a><\/li>\n
- St.Michael’s Residents Association<\/strong> added their SWOT on 21st April 2012<\/a><\/li>\n
- Yalberton Valley Forum<\/strong> also added their SWOT on 24th April 2012<\/a><\/li>\n
- Goodrington, Roselands and Hookhills Community Partnership<\/strong> area completed theirs on 11th June 2012<\/a><\/li>\n
- Paignton Society<\/strong>\u00a0completed a SWOT on\u00a0the Character of Paignton Town Centre on 13th June 2012<\/a><\/li>\n
- South Devon College<\/strong> on the views of our younger generation on 15th June 2012<\/a><\/li>\n
- Torbay Parent Participation Forum<\/strong> completed a SWOT involving children with a disability or additional need on 10th July 2012<\/a><\/li>\n
- Primley House Residential Home<\/strong>\u00a0gave views from our older generation in a SWOT on 23rd July 2012<\/a><\/li>\n<\/ul>\n
<\/strong><\/p>\n
So what happened next\u00a0?\u00a0<\/strong>\u00a0Volunteers cross referenced all 13 sets of SWOTs received and the analysis identified a number of Key Themes. \u00a0The results were endorsed by the Forum and used to draft the main Aims & Objectives and development of Proposals for Stage 2 of our community participation.<\/p>\n
